Noisy Musical Instruments:-
3. Any person who-
(a) In a street/road or in a shop, business premises or other place adjoining a street/road to which the public are admitted; or
(b) Upon any other premises, operates causes or allows to be played or operated a musical instrument, wireless, loud speakers, gramophone, amplifier or similar instrument, thereby making of noise, which is so loud and continuous or repeated as to constitute a nuisance to the occupants or inmates of the premises in the neighbourhood or to passer-by on a public street shall be guilty of an offence.
(c) No prosecution shall be instituted against any person for an offence under this By-law in respect of any premises referred to in paragraph (1) (b) unless the nuisance remains unabated after the expiration of a reasonable period of time or two days from the time of service on that person of a notice signed by the clerk notifying him of the nuisance.
Noisy building operation:-
4. A person who shall, in connection with any building operations, demolition or road construction or reconstruction work, cause of suffer to be caused any unnecessary noise so loud or so continuous or repeated as to cause an annoyance to occupants of any premises in the neighbourhood, shall be guilty of any offence.
Noisy trades and Industrial operations:-
5. A person who shall, in any part of the County Council other than the industrial or light industrial zone as specified in any By-laws of the Council for the time being in force, in connection with any trade or industrial process cause or suffer to be caused any noise so loud or so continuous or repeated as to cause any annoyance to occupants of any premises in the neighbourhood shall be guilty of an offence.
Urban centres or Markets:
6. A person who installs, maintains, uses or permits the installation maintenance and use in any premises within the County Council towns, any machinery, instruments, or appliance which by reason of noise, smoke, dust, fumes, or gases or smell may be or become a nuisance, discomfort or annoyance to the persons living in the neighbourhood shall be guilty of an offence.
Erection of barbed wires prohibited:-
7. (1) A person who erects or authorizes the erection of any barbed wire alongside a street without the prior written consent of the county clerk shall be guilty of an offence.
(2) The council may serve a notice upon the owner or occupier of any land or building upon which barbed wire has been created in contravention of paragraph (1) requiring that person, specified in that notice, to remove the same.
Deposit of Debris:-
8. A person who without lawful authority deposits or causes or permits to be deposited soil, vegetation, refuse or debris on land within the jurisdiction of the council shall be guilty of an offence.
Misuse of watering troughs and fountains:-
9. A person who uses any animal watering trough or any public place for the purpose of ablutions or the washing of clothes or any other article shall be guilty of an offence.
Kite flying and nuisance in public places:-
10. Any Person who:-
(a) Flies or permits a kite to be flown in a place traversed by overhead electric cables or permits to be thrown a string, rope or wire within the vicinity of an overhead electronic cables;or
(b) Commits a nuisance in public places shall be guilty of an offence.
Nuisance by animals:-
11. A person who keeps within the Town, urban centre or market an animal or poultry which causes a nuisance to the residents in the neighborhood shall be guilty of an offence.
Game animals:-
12. (1) A person who except with the written permission of the Clerk and subject to the conditions he may deem fit, keeps within the towns and market centres of the County Council a game animal, a reptile (other than a lizard), an ass mule, ox, bull, cow, goat, camel, sheep, or pig shall be guilty of an offence.
(2) A person who has under his control or his custody;-
(a) A game animal, reptile, ass, mule, ox, bull cow, goat, sheep or pig which is a nuisance to any of the residents of the area; or
(b) Any animal, reptile, poultry or bird, which wanders on a street in such a manner as to cause an obstruction to traffic, shall be guilty of an offen
(3) Any person who, except with the written permission of the clerk and subject to such conditions as he may deem fit, permits, any animal to graze within the main towns markets and urban centres shall be guilty of an offence.
